在违法侵占河道管理范围问题上，督察组指出，怀柔区怀沙河河道管理范围内，渤海鱼湾旅游开发公司、仙乡餐饮服务公司等企业违法建设经营性设施，侵占河道管理范围202亩；怀九河河道管理范围内，也存在违法建设的经营性设施，侵占河道管理范围76亩，相关部门开展整治不到位。2024年10月至2025年5月，中交一公局第一工程公司在怀沙河河道管理范围及河岸林地内违法堆存弃土、废石9万立方米，占地21亩，其中侵占河道管理范围16亩。
